The Somerset County Library System (SCLS) is governed by a Library Commission, whose members are appointed by the Freeholders. Each branch library in the system also has its own advisory board, whose members are appointed by the mayors of the towns in which the branches are housed. The Advisory Boards have the responsibility for: oversight of overdue fines and contributions (such as bequests and donations); advising the branch director and SCLS on policy and service improvements; being the liaison to the mayor and council for the maintenance of the buildings and grounds; participating in the hiring of a branch director, when a vacancy occurs.

The Bound Brook Library Advisory Board meets three times a year, in the evening at 7 p.m. at the Bound Brook Library, 402 East High Street, Bound Brook, NJ in the Finlayson Meeting Room.
