The Borough of Bound Brook, Somerset County, is soliciting QUALIFICATIONS through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et. Seq. for the following appointments for the Year 2021:

Municipal Engineer
Municipal Planner
Municipal Grant Writer
Municipal Judge
Municipal Prosecutor
Municipal Assistant Prosecutor
Municipal Public Defender
Municipal Tax Appeal Attorney
Municipal Labor Attorney
Municipal Planning Board Attorney
Municipal Planning Board Engineer
Municipal Planning Board Planner

Respondents shall comply with the requirements of P.L. 1975 c. 127
(N.J.S.A. 17:27 et seq.)

Include with your proposal:

New Jersey Business Registration Certificate
Fee Proposal (Retainer, where applicable and hourly rates)
Proposed cap (maximum monthly fee)
Affirmative Action Required Evidence
Statement of Ownership Disclosure Certification

One (1) emailed submission to jmathis@boundbrook-nj.org and two (2) sealed Request for Qualification submissions shall be submitted to the Municipal Clerk by 12 noon, Friday, November 13, 2020  to 230 Hamilton Street Bound Brook, NJ 08805.

Responses will be made available to the public for inspection after December 31, 2020.

RFQ packets will be available for pick-up, upon request, at the Office of the Municipal Clerk, Municipal Building, 230 Hamilton Street, Bound Brook, NJ 08805 Monday through Thursday, 8:00 a.m. to 4:30 p.m. and Friday, 8:00 a.m. to 1 p.m. and posted to the municipal website www.boundbrook-nj.org.

ADVERTISEMENT FOR PROPOSALS – POLICE EXTRA DUTY MANAGEMENT
BOROUGH OF BOUND BROOK
SOMERSET COUNTY, NEW JERSEY

PUBLIC NOTICE IS HEREBY GIVEN that sealed proposals will be received by the Borough of Bound Brook at Borough Hall, 230 Hamilton Street, Bound Brook, New Jersey 08805 in the County of Somerset and State of New Jersey on Friday, November 20, 2020 at 11:00 a.m. prevailing time in the Borough Clerk’s office and then publicly opened and read aloud for: POLICE EXTRA DUTY MANAGEMENT

The Request for Proposals is available on the Borough web site at www.boundbrook-nj.org or in the Borough Clerk’s office located at 230 Hamilton Street, Bound Brook, New Jersey 08805  between the hours of 9:00 AM and 3:00 PM, daily, except Saturday, Sundays and Holidays.  Completed proposals must be submitted to, and received by, Mr. Hector Herrera, Borough Administrator, 230 Hamilton Street, Bound Brook, New Jersey 08805 on or before 11:00 a.m. on Friday, November 20, 2020.  Respondents are instructed to label the outside of the envelope or package to the effect that the enclosure consists of Proposal, in response to this Request for Proposals.  Proposals will not be accepted by facsimile.

The selection of qualified respondents and award of a contract are subject to the provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.  The Borough has structured a procurement process that seeks to obtain the desired results, while establishing a competitive contracting process, to assure that each person and/or firm is provided an equal opportunity to submit a proposal in response to the Request for Proposals.  Through a Request for Proposals process, persons and/or firms interested in assisting the Borough with the provision of such services must prepare and submit a proposal in accordance with the procedure and schedule in the Request for Proposals.  The Borough will review proposals only from those firms who submit a Proposal that includes all the information required in the sole judgment of the Borough.  The Borough intends to qualify respondents who (a) possess the financial and physical capabilities to provide the proposed services, and (b) agree and meet the terms and conditions determined by the Borough that provide the greatest benefit to the taxpayers of the Borough.

The Borough of Bound Brook reserves the right to consider the proposals for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all proposals, either in whole or in part, to waive any informality, and make such awards or take action as may be in the best interest of the Borough of Bound Brook.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), and the Americans with Disabilities Act of 1990 (42 U.S.C. §12101 et seq.).
